ESD’s Executive Programmes are tailor-made training courses that provide focused, practical training to diplomats and representatives of other government bodies both in Estonia and abroad. These courses are designed to improve participants’ skills in administration, diplomacy, e-governance, reform implementation, other concrete areas in a short period of time.

The courses are developed and implemented by ESD, in cooperation with its extensive network of local and international experts and institutional partners. Participants are able to refresh existing skills while acquiring new ones in a collaborative environment that promotes innovation, fosters intellectual curiosity, and facilitates networking among peers.

Over the years ESD has carried out several training projects with the aim of highlighting and sharing best practices derived from Estonia’s experience in implementing reforms and integrating successfully with NATO and the EU

UKRAINE’S EUROPEAN WAY: Capacity Building of Ukrainian Officials and Ukrainian Diplomatic Academy

May 2025 – June 2026

The project aims to strengthen the Hennadii Udovenko Diplomatic Academy of Ukraine (DAU), transforming it into a professional training center for Ukrainian diplomats and Ministry of Foreign Affairs officials. It will enhance their skills in European law, politics, cybersecurity, and multilateral diplomacy, with a focus on EU integration. The project will also position DAU as a regional hub for EU-related knowledge and expertise.

By applying Estonia’s experiences through the ESTDEV-EDK-DAU project, Ukraine will receive tailored support to achieve stability, territorial integrity, and economic sustainability. The initiative will help DAU lecturers provide high-quality, up-to-date training.

The expected outcomes include:

  1. Strengthening Ukrainian diplomats for EU negotiations.
  2. Enhancing DAU’s capacity as a coordinator of EU training.
  3. Developing sustainable training programs, with a focus on digital tools.

Preparation of Moldova’s Public Sector for Negotiations and Integration with the European Union

(March 2025 – December 2025)

The goal of the project is to increase the capacity of the Office of European Integration (OEI) of the Moldovan State
Chancellery and Deputy Prime Minister’s by training Moldovan officials who are involved in EU-accession negotiations and
are responsible for Moldova’s internal EU-integration process. It also increases the institutional capacity of OEI that would
enable to develop and implement EU-related training programs in the future. Sharing Estonia’s experience in various EUintegration
related aspects enables to enhance the capacity of Moldovan officials to successfully conduct accession
negotiations and to administer EU-integration activities. In the training process officials from different areas provide
information on structural reform needs for Moldova on its European path. Moldova Diplomatic Institute is also engaged as
a partner in the project.
